For most, weight lifters have trouble obtaining good size in their arms and it’s not due to poor weight lifting techniques.  The reason for most can be attributed to lack of attention to the triceps.  The triceps account for two thirds of your total upper arm mass.  A great exercise for the triceps is the three board press where you place three boards on top of you chest so you don’t bring the weight all the way down.  By adding these boards, you’ll be concentrating most of the press on the triceps rather than the chest.  Make sure that you grip the bar approximately 15 inches apart.
