Explain Free Websites to Me

At first I thought that everyone would be able to have a place on the Internet and then that is when I found out that it costs to have a web page. After a little research though I saw that some companies are advertising free websites. How does this work? Because when I was trying to put together my own site they asked for a domain and a host for the page. Obviously, I was confused from the beginning and I gave up. Is it possible to really have a free site from start to finish or do I have to pay an outside agency for the space?
