IT performing creative web design and web development

I am not sure the rationale behind companies having the IT department complete the website design and development. My initial thought would be that management is attempting to save money by having the service done in-house. Are they really saving money? The company is paying the member(s) of the IT department to do something that likely falls outside of their skill-set thus they are being paid to learn. More detrimental to the company is that they paid for a poor web presence. There is no measure of how much business is lost because of a website that lacks professional design and does not function correctly.
If I had one message to the marketing directors and upper management that are currently entrusting the company Creative Web Design and Web Development to the IT department it would be this: Customers in today’s market have access to more knowledge and a greater array of products and services than ever before due to the internet. If you are not taking the opportunity to promote the company and its offerings in a professional manner on the web, you can be assured that the competition is. Let IT do what that department is there for, and that should not include marketing.
